The building, popularly known as the Corner House (Latvian Stura maja), is located in the center of Riga. It is considered a historical monument of national importance and was the headquarters of the People's Commissariat for Internal Affairs (NKWD) from 1940 to 1941 and from 1944 to 1991, and from 1954 of the KGB in Riga (Wikipedia).
Tickets for the tour can be ordered online. The tour is highly recommended.
