In 1925, an open-air cycling track (400 m in circumference, 2000 seats in the audience) was put into operation - a facility funded by a wealthy German industrialist Stoewer, called the German Städtische Radrennbahn Stettin-Westend. It was established within the Arkoński Forest (German Eckerberger Wald), near the Głębokie Lake (German Glambeck See). In the following years (1925–1929), modernization works were carried out, incl. concrete pavement was laid.
During World War II, the track was relatively slightly damaged. This made it possible to organize the first cycling races as early as 1946 (after replacing two concrete slabs). In the 1950s, two craftsmen (with helpers) covered the entire road surface with a concrete overlay. During this period, the administrators of the building changed several times, which contributed to its devastation (in June 1949 it was opened as the building of the City Board). The project of significant modernization of the track and its surroundings was developed in the years 1968–1970.
The track's roadway was thoroughly renovated by Szczecińskie Przedsiębiorstwo Budownictwa Przemysłowego (1986–1987). The track was roofed (in 1995 it was the only covered track in Poland), lighting was installed, a parking lot, administrative and sanitary rooms, a sports hall, a hotel, and access roads were built. The green areas surrounding the track have been developed. Before the modernization was completed - from 1980 - the Olympic Preparation Center operated in the facility. In August 1988, the works were completed. The new facility was named after Zbysław Zając, an Olympic cyclist from Szczecin, from 1964.
Another modernization of the facility - adaptation to world standards - was carried out in 1998, in preparation for the European Championship in women's and men's track cycling (1998). In 2001, the World Cup series was held at the Szczecin track.
