The Palmengartenwehr was built from 1913 to 1917 as a combined roller / Schützen weir. The construction management was carried out by the Leipzig architect Georg Wünschmann (1868-1937), who also designed the exterior design. Its name was given to the Palmengartenwehr after the Palmengarten located at the western bridge camp, an amusement park created in 1893-1899, whose remains belonged to Clara Zetkin Park in 1955-2011.

In front of the Palmgarten weir, the Elstermühlgraben branches off as a right tributary, then flows into the Weiße Elster crossing from left to right. In extension of the Elsterflutbetts joins below the Palmgartenwehr north of the Elster basin.

The Landestalsperrenverwaltung Saxony refers to the section to the confluence of the Pleißeflutbetts as Upper Elsterflutbett and the following older part to the White Elster as Lower Elsterflutbett.
