The building was designed by Italian architect Florestano Di Fausto in 1925 and was built by the Italian occupiers from 1927 to 1930 and now houses the police and the regional court.
The building is grouped around a central courtyard in which stands a palm tree. Arcades run around the courtyard. A second, smaller courtyard is to the north-west. The building is about 55 meters long, 36 meters wide and has a polygonal floor plan covering about 1400 m².
