In the early 1890s, a complex of buildings for a technical railway school was built in the western part of the quarter stretching along the railway tracks. The complex included: an educational building with a house church of St. John the Evangelist, workshops, warehouses, barracks for students, teachers and employees. Elements of classicism were used in the decor of the school's facades, but at the same time, Art Nouveau motifs were already heard in the layout of the architectural details. The technical railway school was opened in 1878 by the Board of the Gryaze-Tsaritsyn Railway Society on the basis of railway workshops to train railway transport specialists. Pupils who had already received a primary education were accepted to the three-year school. General education subjects were taught, but the greatest number of hours were devoted to basic drawing and carpentry, mechanics, railway engineering, construction art, construction drawing, metalworking, telegraph engineering, steam mechanics, technology, and accounting were studied. In the summer, students had practical training, during which they conducted geodetic surveys of the streets of Borisoglebsk, made measurements and drawings of buildings.
