A two-story brick building with a cut-off corner in neoclassical forms with dry, linear decor. The parapet metal grille with an original pattern in the Art Nouveau style is noteworthy. Built in 1914 for the Mutual Credit Society, which opened on June 23, 1869. The society united various social strata of the city (nobles, merchants, townspeople) and institutions (district and zemstvo councils) on the basis of mutual lending. In the same building at the beginning of the 20th century there was a music and drama club, uniting lovers of dramatic art of the city. During the First World War, members of the club organized charity evenings and concerts for the benefit of the wounded, who were in the hospitals of Borisoglebsk. At the same time, from December 1914, part of the premises were occupied by the Public Assembly. In 1918, the Communist Club was opened in the building. In 1918, paintings and a rich library from the estate of Prince S. M. Volkonsky in the village of Pavlovka were transferred here. Members of the Communist Club organized concerts and lectures. The young composer V. P. Vishnevetsky, the author of the military marches "Fighters for Peace", "Russian March", "Battle Weekdays", organized a children's music club in 1919, on the basis of which he soon created a music school and became its first director. In December 1918 - January 1919, when the city was occupied by the troops of General A. K. Guselyshchikov, arrested communists and their sympathizers were held here before being shot.
Currently, this building houses the Borisoglebsk Technological and Economic College.
