    The most significant building in Borisoglebsk, both in terms of architecture and its physical size, was the People's House, built in 1915. The building is two-story, with a semi-basement and a basement made of brick in the neoclassical style. Initially, the facades were not plastered and the decorative details corresponded to the late Art Nouveau. In the 1950s, the building was slightly reconstructed, the decor was accentuated in the style of Soviet postclassicism.

    The construction of the People's House in Borisoglebsk is associated with the name of one of the representatives of the glorious cohort of philanthropists - E. D. Myagkov. Efim Dmitrievich is the son of a famous, respected merchant in Borisoglebsk. He studied at Moscow University. During his student years, he had connections with political circles, donated money for them. Thus, for the Social Democratic Party through M. Gorky, he transferred significant amounts of money to the publishing house of the magazine "Kolokol". For his unreliability he was sent to Borisoglebsk under the supervision of his father.

    In 1911, the construction of the People's House in Borisoglebsk began with funds from E.D. Myagkov, and was completed in 1915 with public money.

    In April 1918, the first exhibition in Russia, "The Decembrists - the First Freedom Fighters", was organized in two large halls and two small rooms of the People's House. It was organized by the art critic, theater figure, writer, teacher, grandson of the Decembrist S.G. Volkonsky, Prince S.M. Volkonsky.

    In the 1930s, the building was occupied by a drama theater, which is still located here today and is a cultural heritage site of regional significance.

    In 1917, the People's House (now the drama theater) was named after N.G. Chernyshevsky. "The agenda of the third meeting of the new democratic Duma, held on August 7, included 16 issues. The central issue on the agenda was the transfer of the building of the people's house to the city's ownership. E.D. Myagkov proposed that the city take the house into its ownership under certain conditions. The house itself is given the name - the people's house named after N.G. Chernyshevsky.     95 years ago, in the People's House of Borisoglebsk, in the conditions of civil war and general devastation, the Vulcan cinema was opened, where mainly foreign films were shown.
