The pavilion dates from 1867. It was offered to the city after the Paris Universal Exhibition of that year in anticipation of a stay by Empress Eugénie, wife of Napoleon III. If today it bears the name of the Cardinal it is because of its proximity to the statue made by Hippolyte Lefèvre, property of the Sorbonne and also loaned to the city.
