Entry to Horton Plains requires a permit (which for foreigners is not cheap). However, it is still well-worth a visit - especially to see the sheer precipice of World's End and Baker's Falls. The road across Horton Plains is good, largely flat and has few vehicles. The Plains are named after the British governor of Ceylon from 1831 to 1837 called Sir Robert Wilmot-Horton.
