The tower was built by the De Palais family in the 12th century. The building was built on the foundations of the Roman walls. It received the name "Balivo" because in the 15th century it was the seat of the then bailiff and thus housed the prisons and the court. The building was extensively restored in the 16th century to give it its present appearance. Today the tower is not in use due to renovation work.
