Designed both in the architectural and figurative part and executed entirely by Giovanni Chierici, it was inaugurated in 1879.

The monument consists of two parts: the fountain and the statue. Frames and moldings adorn the three-story quadrangular base (beyond the plinth).

The fountain occupies the first two. Two shell-shaped basins project from the east and west sides of the lower floor, receiving water from the mouths of two female heads, carved in high relief, on the second floor within circular frames.

The other two faces show the municipality, which erected the monument, and the Constantinian Order, which contributed to the expenses.

The top of the three floors, with the coats of arms of the two financiers, serves as a plinth.
