Since the 18th century citizens of Jewish faith have settled in Neustadt. In 1755, 26 Jewish citizens lived in Neustadt, in 1772 there were already four families with their own houses. Until the 1930s, the statistics showed an average of 60 resident Jewish citizens. They were accepted and recognized citizens in the village, yet they had to make an early effort to build their own cemetery.

The early Jewish cemeteries were mostly outside the city. They were also often in places that people preferred to avoid. This also applies to the cemetery of the Neustädter Jüdischen Gemeinde - a cemetery was approved far outside the city, in extension of the Weenser Damm, near a leash bow and today's B6. The district name in the immediate vicinity is "Galgenberg". Perhaps this is one place that was already commonly visited because of their place name, perhaps also because of their history.

The first funeral was held in 1804. It is uncertain if there were any before. The left entry post to the fringed graveyard area bears the Hebrew year 5587, ie 1827 according to the Central European standard time.
