The Dahlia Garden season usually begins in early August and lasts until around the end of October (until the first frost).
Cycling is not permitted in the garden itself, but that's not what you'd want here anyway, and it's simply forbidden – you ride your bike there and park it at the entrance.
When everything is in full bloom, it's truly magnificent – you won't know where to look first. And the best part is, there's no admission charge. So just stop by.
It's worth it – I highly recommend it.
