"As early as 1680 there was a fort on this site called Fort L'Angle. At the end of the 18th century fears of a French raid on the island grew. So the fort was finally enlarged in 1805 and named after the then Lieutenant Bailiff von Guernsey, Eleazar Le Marchant, named." As far as Wikipedia! If I remember correctly, a note on the ruins mentions that said lieutenant was the builder of the extended fort.
