Mayor Mooren, who headed the Eupen city council for almost 25 years and was extremely popular with the working-class population, has gone down in history as the great "city gardener". Wherever there was an opportunity to plant any tree or shrub, Mayor Mooren did not let the opportunity pass by to turn Eupen into a green city. The beautification association founded in 1881 provided support to Theodor Mooren for this large green plan project.

From 1881, Eupen received a more beautiful and well-kept townscape through the founding of the beautification association. The aim of the association was to create and maintain public promenades, retirement homes and all such facilities within the mayor's office of Eupen which can contribute to the comfort and convenience of visitors and residents of Eupen and its surroundings. The association worked under the active leadership of Mayor Theodor Mooren (1881-1905).
