The park dates back to an estate park laid out by General Wichard von Möllendorff starting in 1798. It contained greenhouses, orangeries, sun houses, and pleasure houses. Rare and exotic trees were planted in the botanical garden. After Möllendorff's death, Dotti, an army supplier, bought the property and immediately sold it to a wax cloth manufacturer. In 1907, the municipality acquired the property, known as Parkaue. In 1910, the public Bürgerpark was created. After World War II, during the cleanup, Helenenhügel, a popular toboggan hill for children, was created from collected rubble. The park features various works of art erected in the 1960s that reflect a typical GDR aesthetic.
