        In 1909, the Baku City Duma decided to build the boulevard and commissioned the engineer Mammad Hasan Hacinski to carry it out, as well as the engineer Kazimir Skurevich and the architect Adolf Eikhler. They had a green strip created between the coast and II Alexander Street (today's Neftçilər Prospekti). Rare plant species from other regions of Azerbaijan and Europe have been planted here for two years.

        In 1970 the boulevard was restored and extended to a length of 3.7 kilometers in an easterly and westward direction. Another project on the boulevard is the “Little Venice” by architect and chairman of the Baku City Council Alish Lembarkansi. The plan came about during his stay in Italy in 1960.
