Otto von Bismarck (1815-1898) wanted to expand the separation of church and state, so the placement on the "Hiwweltour Bismarck Tower" is entirely appropriate.
The beginning of the "Kulturkampf" was marked by the so-called "pulpit paragraph", which was introduced in December 1871 as an imperial law. Clergy of any denomination who commented on state affairs in the exercise of their office could therefore be sentenced to imprisonment.
