The staircase was still built in GDR times to facilitate invited diplomats to climb the dike at the point where in the spring of 1945, the Red Army forced the Oder.

The staircase was built in 1985 on the occasion of the 40th anniversary of the liberation at the place where parts of the Red Army crossed the Oder in preparation for the battle for the Seelower Heights (near Reitwein). The visiting diplomats should be helped to climb the Oder dike.
