One of Otto von Bismarck's worst adversaries was also immortalized in Hagen with a tower. Eugen Richter represented the Hagen-Schwelm constituency until his death in 1906. And as a small dig at the Reich Chancellor, his tower was built on a higher ridge than the Bismarck Tower. From high above you have a monumental view of the Ruhr area and the Sauerland.
A key is required to visit the tower. The key can be picked up at the observatory in Hagen. The opening hours of the observatory can be found at sternwarte-hagen.de.
