The sculpture is a humorous reference to Tel Aviv Mayor Shlomo.
The promenade was originally laid out in 1939 as a narrow promenade above sea level. It was rebuilt in the early 1980s and named in honor of former Mayor Shlomo "Cheech" Lahat, who sponsored the project. Acclaimed Israeli artist Zadok Ben-David's infamous vagina sculpture - er, "Beyond the Limit" - stands quite prominently at the central meeting point along Shlomo "Cheech" Lahat's seafront, towering over the crowds of half-naked beautiful people on Jerusalem Beach.
