The sculpture is a humorous reference to Tel Aviv Mayor Shlomo.
The promenade was originally laid out in 1939 as a narrow promenade above sea level. It was rebuilt in the early 1980s and named in honor of former Mayor Shlomo "Cheech" Lahat, who sponsored the project.
