I'm not sure we're actually dealing with a rune here. As far as I know, this is an old boundary stone that once marked the border between the Principality of Lippe and the County of Schaumburg. The red Lippe flower was the coat of arms of the Principality of Lippe and is still used today in the coat of arms of the Lippe district.
