Already with the establishment of the Peenemünde experimental institutes starting from 1936 one had recognized the air endangerment in a future war, nevertheless the air protection played before the war only a subordinated role. Thus, until 1943, there were four air raid bunkers in the East plant, in which only the persons who worked and lived in the factory could find refuge. At the West plant, there were only eight air raid shelters for the entire staff. In addition, simple air-raid shelters of different types made of concrete pipes without steel evidence were produced in many different places. Due to the high groundwater level, these splinter protection structures could not be built underground.
The tubes had a length of up to 10 m and a diameter of about 1.50 m. The wall thickness was 30 cm. Inside, the air raid shelter was equipped with a continuous wooden bench. These tubes had rectangular entrances without doors on one or both sides and were covered with a dark layer of earth. In the area of the workers camp Karlshagen alone (the later VKN camp), a total of 37 similar splinter protection structures can be documented.
