The larger-than-life bust of Russian Tsar Peter I the Great, created in 1877 by Prague sculptor Thomas Seidan, stands on a rocky cliff below the viewpoint on Peter's Hill. The bust was installed at this location to commemorate an event that occurred on November 11, 1712, when the Russian Tsar rode bareback as part of a bet during his second visit to Karlovy Vary.

In 1909, the original, weathered bust was replaced with a faithful replica. A 19th-century memorial plaque with odes to Tsar Peter the Great is also installed on the rock. The French poem was written in 1835 by the Polish poet Alfred de Chabot, and the Russian poem was written in 1853 by the Russian poet Pyotr Andreyevich Vyazemsky. The Teresa Obelisk also towers over Peter's Hill, and from here, there is a magnificent view of the spa town in the valley below. The well-known Hirschsprung restaurant is also not far away.
