The belfry was completed in two phases as a slender Gothic tower. A first phase started in 1369 and resulted in a modest square tower with a wooden cover, covered with slates. The second phase in 1411 involved the partial demolition of the existing tower and its further expansion into its present form.
In 1914 the city was heavily bombed, destroying three-quarters of the buildings around the market. The belfry and town hall were miraculously spared. Since 1971, the belfry tower has had a small automatic carillon with 25 bells, which play a tune every fifteen minutes.

The thriving cloth trade was the basis for building a cloth hall in 1367, but in 1418 the hall was transferred to the nearby Butchers' Hall and from then on the building functioned exclusively as a town hall. After centuries of use, the building had to be restored in the 18th century. This resulted in an almost completely new building, in which only the side facades are still partially authentic. The tower (42.5 m high) against which the cloth hall is built, was already there as a belfry and does not belong to the actual town hall. This belfry was included in the UNESCO World Heritage List in 1998. The town hall was built in Brabant rococo style, making the town hall one of the rare examples of public buildings constructed in this architectural style.

The historic town hall dominates the Grote Markt in Lier .
In 1740, architect Jan Pieter van Baurscheit de Jonge thoroughly renovated the building in Brabant Rococo style. The Gothic Belfry has been integrated into the construction.
Since 1971, the belfry tower has had a small automatic carillon with 23 bells, which plays a tune every 15 minutes.
The belfry was recognized as a UNESCO World Heritage Site in 1999
