Since 1593 the town hall of the city of Grünberg, I don't know any that is older and at the same time is actively used as a town hall.

The beautiful “Old Town Hall” is located right in the heart of Grünberg on the market square. The building, which was constructed between 1586 and 1587, has been used as an active administrative headquarters since 1593.
