The "Europe Fountain" was created when Kleppingstrasse was redesigned into a boulevard. This redesign had to give way to a stepwell installed in the St. Mary's Church in the 1970s. In 1986 six artists were asked to submit their designs in a competition, including Eberhard Linke. He had already designed the “Juggler Fountain” for Dortmund. A jury made up of politicians and art experts decided on Joachim Schmettau's design in the spring of that year. At the same time, construction work to calm the traffic on the street began. The Berlin sculptor also grasps the difference in level of the street like the former brook in the same place: the water rises at the water basin to the south, winds like a flipper around a bronze frog and drains away again. At the lower, northern part of Kleppingstrasse, it gushes tremendously over the step-like fountain system made of granite and bronze, which is crowned by a ball. The "Europe Fountain" marks the beginning and end of the pedestrian area at the same time. The imaginatively designed figures, people and animals, refer to the many culinary offers along Kleppingstrasse. While Schmettau preferred the title “epicurean fountain”, the city's citizens gave it the name “Europe fountain”. Probably because in 1990, the year the fountain was christened, the European elections were not too long ago. Mayor Günter Samtlebe said the fountain should show what Europe means to us, "also against the background of developments in the GDR". With the christening of the fountain, its location was also named "Europa-Platz"
The “Europe Fountain” by the Berlin artist Joachim Schmettau was created as part of the traffic calming on Kleppingstrasse. The motifs of the fountain refer to the boulevard with its numerous culinary offerings.
