border from Croatia to Montenegro

officially, all tourists have to register at the tourist info center (on the main road in Herzeg Novi, almost impossible to miss) and should communicate which structure they will sleep at. however, being by bike we did not know in advance which camping we would choose. people at the info center told us 'no problem, don't register'. in sum, flexibility seems the only rule in the area.
