It is documented that Count Arnold von Altena-Isenberg, who was also entitled Graf von Hövel, was in possession of a weir system in the Westerwinkel area around 1190. Westerwinkel belonged to the county of Werl until about 1000 and then passed either to the Counts of Arnsberg or directly to the Counts of Hövel.
