The monument is dedicated to Mujo Ulqinaku (1896-1939), the "People's Hero," one of the first fighters of the armed resistance against the Italian fascist occupation on April 7, 1939. The monument was created by the folk sculptor "Kristaq Rama."

Mujo Ulginaku was born in the town of Ulgin into a sailor's family. He was a non-commissioned officer in a naval unit in Durres. From the very first hours of the Italian fascist occupation, he served on the front lines.

Mujo Ulqinaku and his fellow fighters demonstrated unparalleled bravery with their perseverance and patriotism.
