Piazza del Plebiscito represents the political and administrative heart of Viterbo, hosting the Municipality and the Prefecture. In medieval times, the area was a simple meadow, known as Cavalluccalo, with the church of Sant’Angelo and an adjoining cemetery, located in the current location of the Palazzo del Podestà and its tower.

Starting from the mid-13th century, the square began to transform with the construction of important buildings. In 1264, the Palazzo del Podestà was built and, in front of it, the first Palazzo dei Priori, today the seat of the Prefecture. Later, in 1470, a further building was built to close the square towards the Faul valley, intended for the residence of the Rector of the Heritage. This building then became the Palazzo dei Priori, the current seat of the Municipality of Viterbo.

In the 16th century, the square underwent a further significant modification. The closed side was opened by order of Pope Paul III, who created a connection with Porta Romana and Piazza Fontana Grande through the creation of Via Farnesia, now known as Via Cavour. This opening improved the city's traffic flow, making the square a central point for the political and administrative life of Viterbo.
