From 1718 the paper mill, which gave the lock its name, was located on the left bank of the Ruhr. In 1777/78, the abbot of Werden built the lock with the canal supply on the Schlagd (mill weir). However, this old lock quickly fell into disrepair, so that in 1834 a 650 meter long canal was opened on the right bank and the new lock was built in the middle. This was the first lock in Germany to have a concrete foundation.
