Cirkliškis Manor was ruled by the Grand Duke of Lithuania, later by other nobles. Later it was ruled by Counts Juozas, Edvardas and Vladislovas Mastovskis. They built a palace (the foundation stone is dated 1823; the manor was also called Švenčionys), and a park was planted. For supporting the uprising of 1863, the Mastovskis were exiled to Tobolsk Governorate.

Although it is assumed that the central palace of the Cirkliškis Manor was built at the end of the 18th century according to the design of Vilnius University professor architect L. Gucevičius, and reconstructed in 1820–1823, according to historical documents the palace was built in 1823–1880 according to the design of an architect from Vienna. Only part of the ornate interior of the palace has survived.

During the Soviet era, a Soviet farm-technical school was established in the manor house. Currently, it houses the Cirkliškis eldership, and the Švenčionys vocational training center.
