Luis Antonio de Belluga y Moncada, better known as Cardinal Belluga (Motril, Granada, 30 November 1662 - Rome, 22 February 1743) was a Spanish religious man and statesman who held the positions of cardinal of the Catholic Church and viceroy of Murcia and Valencia.

He was orphaned at the age of a few years, together with his two sisters, Ignacia Francisca and Isabel.

At the age of fourteen he received minor priestly ordination at the seminary. From 1678 to 1685 he studied theology at the Royal College of San Bartolomé and Santiago in the city of Granada. He was already a priest and held the positions of lector at the Cathedral of Córdoba and canon-master at the Cathedral of Zamora.

Cardinal Belluga carried out important work in the city of Murcia.
