The mosque was financed by the Turkish government through Diyanet. Construction began in 2012 and was completed in 2017, but the mosque was not officially opened until September 2, 2018, in the presence of Sooronbai Jeenbekov and Recep Tayyip Erdoğan. The construction costs amounted to US$25 million. The mosque was designed in Turkey, but construction workers were employed locally.
