Construction works of the building were completed in the third quarter of the 18th century. The purpose of the building was housing of Valga County different offices.
The first records of the building date back to September 15, 1769 and refer to purchase of the property from the heirs of former Town Mayor Ernst Bernhard Witte.
Outline drawings of Valga in 1772 of J.C. Brotze's collection depict two buildings with red-tiled roofs. The same is depicted on the map of Valga by O.S. Engell of 1789.
In 1809, the building with its outhouses was given over to Valga Land Survey and Inspection Committee that had its office here up to 1823. After renovation works of 1857 and 1858, it was used as a police court house.
After liberation of Valga, from February 1919 to the summer of 1920, the building accommodated Valga County Council Board and Latvian administrative departments.
From 1953 up to the beginning of the 1990s, the buildings belonged to Valga Consumers Cooperation and they were used as office and storage facilities. The buildings were out of use for several years later on. In 1998, the buildings were privatised but their state became considerably shabbier. In 2016, after long-term struggle and even fire accidents, Valga Town Government acquired the facilities and stated relevant renovation works.
