I suspect that this is the destination of motorboat tours, which are probably offered from Vlora. As I drove past, a few boats with what were obviously tourists had just docked. There is a restaurant behind the beach, but unfortunately it was still closed in April. Two hours later, when I drove past again in the other direction, the whole thing was over. No more boats, everything was deserted again.
