It was originally a Buddhist temple called Tan Hua Ge (Night-Blooming Cereus
Temple) in the Garden of Clear Waves (now the Summer Palace) in the Qing Dynasty
(1616-1912).
Burnt down by Anglo-French Allied forces in 1860, it was rebuilt as the Hall of Utmost Blessing. The front part of the building is a spacious hall where Empress Dowager Cixi enjoyed the moon, watched the spring showers and received foreign envoys. Talks on the peaceful takeover of Beiping (now Beijing) between the People's Liberation Army and the National Revolutionary Army took place here on January 29 and February 1, 1949.
