The bronze bust was created in 1907 in memory of Ettore Socci, repeatedly elected deputy in the Grosseto constituency, who played a key role in the abolition of the centuries-old summer law of 1897. The sculpture was commissioned by the Municipality of Grosseto, for 200 lire to the sculptor Emilio Gallori, a friend of the deputy, and was created in the Bertinelli factory in Rome. The inauguration took place on 24 November 1907.

During the Second World War, in 1943, the bust was confiscated and melted down as part of the supply of metals for armaments. In 1947, the sculptor Tolomeo Faccendi made a new bust on behalf of the municipal authorities, which was placed in the same place as the previous one; To create the new monument, Faccendi used the bronze cast from the bust of Benito Mussolini, acquired by the municipality in 1935.

On the initiative of Nicola Guerrazzi, an iron copy was cast at the Follonica foundry and placed on the Italian coast.
