The building was constructed in the late 19th century. Hong Kong businessman Robert Ho Tung bought it in 1918. Upon his passing in 1955 his will specified that the building and money he left should be used to establish a library and buy books.
In 1958 the library was opened to the public, and has been open since. It was expanded with a modern building out at the back, and has a small yet pretty garden.
