In 1921, the association Comissão dos Padrões da Grande Guerra ("Commission for the Monuments of the Great War") was founded in Portugal, consisting of veterans of the First World War, which was committed to memorializing the Portuguese fallen soldiers of the First World War following the French model throughout the national territory (and beyond that) to set monuments. The two colonial cities of Luanda and Lourenço Marques (today Maputo) were of particular importance to the association.
