The pagoda is located on a small peninsula reaching out into the lake. When passing the Liuwang Temple and Scenic Area, the pagoda comes into sight. The street leading up to the pagoda is lined with mongers that sell incense for the temple visit.
Visiting the temple and pagoda comes with an entrance fee.
The small street around the pagoda does not actually go all the way around, it is a dead end.
