Eventhough the name says "Highway" there was no sign suggesting it was not legal for cyclists. The shoulder is very wide and save for bikes.
Taking the Highway bridge is the only possible way to quickly go from turkey to Bulgaria. All other near bridges are washed away or submerged in water.
Detour would be very far and not worth the effort.

There was no one on this "highway". The bottom side is very wide. This is actually the quickest way to reach the Turkish border.
