The authorities of Ternopil, which became the provincial capital in 1921, wished to emphasize the importance of the city by erecting important buildings. The initiative for erecting the monument came from the command of the 54th Infantry Regiment stationed in the city. In 1932 (when Piłsudski was still alive) the Provincial Committee for the Construction of the Marshal's Monument in Ternopil was established under the chairmanship of Wacław Żyborski. From the beginning the idea was to build a monumental work. Thanks to a generous fundraiser, the residents of Podolia collected PLN 134,046.26. In 1933 a competition was announced among Polish artists, the winners of which were Bazyli Wojtowicz and Józef Proszowski from Warsaw, whose project was chosen for realization. For reasons that are not clear, the monument was finally erected according to a design by the Warsaw architect Apolinary Głowiński from Ternopil, whose monument to Adam Mickiewicz was erected in the city as early as 1923[3].
