If you want to avoid the 9km tunnel this is the only option. Steep section with lots of loose stones. Almost impossible to ride if you're loaded. We spent almost 2h there and 80% pushing the bike. Once at the top, the descent towards Isafjordur is the opposite: good gravel path. We met different cyclists and told us that they took the tunnel and it wasn't that bad. I definitely recommend you to do that unless you see a crazy amount of cars.
