Overlooking the Tel Aviv coastline, the memorial was created by Yossi Harel, commander of the refugee ship Exodus, and his Palyam friends. The memorial was donated by his daughter, Lady Sharon Harel Cohen, and her husband, Sir Ronald Cohen, to commemorate the illegal immigration of Jews into what is now Israel between 1934 and 1944.
