Pier at the south end of Duval Street, named for Emma Carrero Cates, a lifelong volunteer in the city of Key West and Monroe County. She served as Key West City Commissioner from 1983 to 1987. From 1988 to 2001 she served on the Monroe County Beach Advisory Board.
