Zell is a Roman foundation after 70 AD. The district of Kaimt was first mentioned in 732/33. In 1222 Zell received city rights. Since 1332 Zell was an electoral city of Trier and until 1794 the electoral seat of the Trier district. With the occupation of the left bank of the Rhine in 1794 by French revolutionary troops, the place became French, and in 1815 the city was assigned to the Kingdom of Prussia at the Congress of Vienna. Fires in 1848 and 1857 destroyed a large part of the old town. Since 1946, the city has been part of the then newly formed state of Rhineland-Palatinate. In 1950 Kaimt was incorporated. Until 1969, Zell was the district town of the Zell (Moselle) district of the same name. As part of the administrative reform in Rhineland-Palatinate, this became the district of Cochem-Zell with the administrative headquarters in Cochem. With the district seat, Zell also lost numerous other administrative offices and other institutions. At the same time, Merl was incorporated. The city also managed to balance itself out by locating numerous commercial companies, particularly in the high-altitude district of Barl.
