It was built by the engineer Federico G. de Membrillera, originally as a housing building for the Valencian bourgeoisie. His style is eclectic and academic with a clear influence of the French style of the time.[2] Nevertheless, although its style is sober and classic, it presents some elements belonging to Valencian modernism, such as in the details of the ornamentation and in the ironwork finish on the slate roof.

It consists of a ground floor and two floors, the last of them with an attic. The ground floor has large windows and the first floor balconies. The building is finished in black slate, a typical detail of the French style.[2]

The building is crowned by a tower with a large clock, which enhances the whole and from which it takes its name. The tower is finished in black slate, just like the building. In the highest part of the tower is a brush with a sailing boat.
