The former leader's headquarters was the “Felsennest”, which was located on the outskirts of the village of Rodert above Bad Münstereifel - on what is now Eselsberg. The rock nest including the access roads and the facilities for guarding were expanded here in spring 1940 - see WIKIPEDIA: de.wikipedia.org/wiki/F%C3%BChrerhauptquartier_Felsennest.
I therefore suspect that they are rather the remains of a bunker that was used to guard the rock nest.
